HSP is a set of documents that have the structure of a H&S System readily applicable to a construction site. HSP must be addressed to throughout the site's hierarchy hence to include management system as well as technical elements for both the site supervisors and the technical staff respectively. An HSP must be complete as well as practical.
A HSP must have the following units:
- The project identity elements
- The methodology of implementing the procedures and guidelines by the site managers, supervisors and engineers
- Simple, practical yet analytical H&S guidelines for the site personnel in conformance with the legislation as well as other requirements
- A management of change methodology
- The necessary recordkeeping
