HSF is a set of documents that comprise the Project Closure File emphasizing its safe use of the output throughout its operation by the users. HSF is addressed mainly to:

the owner or the manager of the premises
the maintenance units (personnel or companies)
the users of the premises (owners, tenants, visitors etc.)

HSP comprises seven units containing:

1. The identity and description of the premises
2. User's Guidelines
3. Premises Risk Assessment for the everyday users
4. General safety guidelines for the maintenance personnel
5. Specific safety guidelines for the maintenance personnel
6. Full maintenance schedule
7. Recordkeeping
